Accounting and Budgeting

The Accounting and Budgeting team ensures the big picture remains in focus for all of our division’s departments. We support the management of divisional budgets and maximize the use of resources while ensuring the division follows state and federal financial regulations.  Our work includes budget development and management, audit and compliance, grant management, divisional scholarship management and verification, student stipends and coordination with University Foundations.

Services

The Accounting and Budgeting team supports divisional departments in managing a wide range of financial responsibilities throughout the fiscal year. Explore the services below to find what you need and how to get started. *Some services may not apply to all operating units or departments.

  • Budget Development – The annual process for building the upcoming fiscal year budget and connecting requested changes to operational plans, strategic priorities, and long-term financial sustainability.
  • Budget Management and Oversight – Ongoing support for divisional budget management to maximize resources and ensure compliance with state and federal financial regulations.
  • Budget Adjustments – Processing of budget transfers and adjustments needed throughout the fiscal year. Requests open August 1.
  • Budget Reviews – Fall and spring reviews that compare approved budgets to actual financial activity to assess performance, identify variances, and determine whether adjustments are needed.
  • Financial Reporting – Monthly financial reports provided through Anaplan to divisional leadership.
  • Chartfield Maintenance – Maintenance of chartfields and updates to the Chart of Accounts to reflect changes to departments, funds, and PeopleSoft approvers.
  • User Fees – Coordination of the annual review of internal charges for goods and services provided by university units. As part of the budget development process, the Accounting and Budgeting team works with the Budget Office to solicit, review, and communicate fee changes to the university community.
  • Audit and Compliance – Support for audit preparation, internal review, and compliance activities to help departments meet financial requirements, strengthen stewardship, and maintain regulatory compliance.
  • Time and Effort Reporting – Coordination of time and effort reporting for employees whose salary is paid from or shared with a sponsored project. Reviews occur twice each year: fall reviews cover January through June, and spring reviews cover July through December.
  • Financial Systems (Approver Management and System Access) – Management of divisional requests for PeopleSoft approver updates and financial system access. Requests may be submitted through SAAS Tix.
  • Payroll Corrections and Questions – Coordination with the SAAS HR team to address payroll issues and ensure alignment between payroll and budget.
  • Foundation Check Requests and Account Information – Submission of Foundation check requests for the division and provision of account information to leadership on a quarterly basis and upon request. The Education Foundation Accounts Payable Policy Manual is a helpful resource for determining whether a request can be fulfilled. 
  • Capital Assets Inventory – Annual coordination of capital asset inventory to maintain accurate records, support ongoing monitoring, and meet state and federal requirements. This process should be supported by regular oversight throughout the year.
  • GASB Compliance – Support for departments, as needed, to ensure compliance with applicable GASB regulations. Budget Management and Oversight
  • Grant Management – Financial support for divisional departments with sponsored awards.
  • Scholarship Management and Verification – Processing of divisional scholarship awards and posting of approved funding to student accounts. Requests are submitted through SAAS Tix.
  • Stipends – Coordination of stipend processing for eligible student payments that do not meet the definition of an employee-employer relationship, as determined by HR. Requests are submitted through SAAS Tix.
  • Budget Office Summary Information– Includes the USC Fee Schedule for the current academic year and Board of Trustees budget documents for current and prior fiscal years.
  • Budget Toolbox – Includes information about internal service charges, also known as user fees, which are billed by departments for non-academic or non-instructional services provided to other university departments.
  • Education Foundation Accounts Payable Policy Manual – Provides guidance for determining whether a request can be fulfilled.
  • Finance Intranet – Provides access to reporting tools that allow users to pull PeopleSoft data and create GL Summary, GL Activity, and GL Dashboard reports.
  • PeopleSoft Finance – Provides access to the PeopleSoft Finance system.
