What is Quality Matters?
Quality Matters is a non-profit organization known for its rigorous, research-based rubric used to evaluate the design of online and blended courses. The QM rubric focuses on key elements that contribute to effective learning experiences, including course structure, learning objectives, instructional materials, interaction, and accessibility.
The QM framework is widely used by colleges and universities across the country to
promote consistency, transparency, and student success in online learning environments.
Benefits for USC Educators
As part of USC’s institutional membership, all educators have access to a range of QM resources and benefits:
-
Free QM Account
Faculty can create a free QM account using their USC email address. This account grants access to the full QM rubric, recorded webinars, newsletters, and exclusive teaching resources.
-
Professional Development Opportunities
USC educators receive discounted registration for QM workshops and certification programs. These include Applying the QM Rubric (APPQMR), Designing Your Online Course (DYOC), and Peer Reviewer Certification. These opportunities help faculty deepen their knowledge of online course design and strengthen their teaching practices.
-
Alignment with USC Standards
The Quality Standards for Online Courses (QSOC) developed by the CTE are based in part on the QM rubric. Faculty who are familiar with QM principles will find a direct connection to USC’s expectations for online course quality.
-
Course Design Support
QM resources can be used to guide the development of new online courses or to revise existing ones. Instructors can use the rubric as a checklist, participate in internal peer reviews, or request consultations to align their courses with QM standards.
Why It Matters
Using QM resources helps educators design courses that are clear, consistent, and accessible for all students. Courses that follow QM principles are more likely to:
- Communicate expectations effectively
- Foster meaningful interaction
- Use assessments aligned with learning outcomes
- Support diverse learners through accessible content
By participating in QM-based development, USC educators contribute to a shared commitment
to excellence in online education.

Choosing the Right Resource for Your Goals
Both Quality Matters (QM) and the Online Learning Consortium (OLC) support online educators at USC. QM is best for educators focused on course design, offering a research-based rubric that also aligns with the Quality Standards for Online Courses (QSOC). OLC is a strong option for those seeking broader professional development in teaching strategies, technology, and innovation. You are encouraged to explore both and choose the resource that best fits your goals.
