2003 POLICY CONFERENCE

The Impact of Conflict and Uncertainty on Social Welfare Policy

The theme of this year’s conference is “The Impact of Conflict and Uncertainty on Social Welfare Policy.” The events of post-September 11, the war on terrorism and the possibility of war with Iraq all promise to impact social welfare policies and programs in the United States. Issues related to immigration, privacy, and civil rights are of salient concern. The declining US economy and the increase of privatization, decentralization, and reliance on faith-based and other non-governmental organizations has implications for the design, structure, implementation, and financing of social welfare programs.
